As President Barack Obama visits Asia for the 21-nation Asia-Pacific Economic Cooperation summit, he also plans to push forward an arms-control deal with Russia. With an April agreement between Obama and Russian President Dmitry Medvedev to reach a new nuclear arms reduction treaty, officials say the world leaders could sign the pact as soon as December.

Gates Blocks Release of Detainee Photos

Defense Secretary Robert Gates invokes new powers granted by Congress to prevent the release of photographs depicting foreign detainees abused by U.S. captors. The American Civil Liberties Union had sued for release of the pictures. Gates says public disclosure of the photographs would endanger U.S. citizens, armed forces and government employees deployed overseas.
